Smashbox SOFT EFFECTS POWDER EYE LINER has a unique powder formula which allows for easy application, since it mimics the effect of a soft-focus lens. 

• Directions

  Be sure to shake well and tap off any excess powder before each use. Then use soft, feathering strokes to apply to upper or lower lashline.
  
  You can also gently dab Soft Effects on top of a traditional pencil liner to set color and provide added definition.
