Ciaté x Olivia Palermo Smoked Out Eyeliner is a hybrid eyeliner, soft like a kohl, but with the intensity of a gel liner. In other words, you can wear it either as a precision line, or gently smudged outwards for a smoked-out look. The opposite side of the liner features a special blender brush.
